Description
Pub. L. 119-21 §10103 restricts the LIHEAP-triggered standard utility allowance to households with an elderly or disabled member. The simulator's error process resamples FY2024 error dollars, whose utility-allowance component predates the narrowing — so FY2026+ repricing overstates that channel's remaining reach (the paper discloses this; the simulator should model it). Rung-2 repricing (engine recomputation under future-year parameters) is the natural home: apply the narrowed SUA trigger when repricing FY2026–28, sourced Axiom-first/PE-fallback per the rule-sourcing doctrine.
