Compute per-case intermediates for the QC file (itemized medical documentation required, self-employment records required, utility bills vs SUA entitlement, asset verification, CS verification, conversion/averaging required, deduction count, distance-to-discontinuity, at-max/at-min) via the federal 273.10 chain for all states and full compositions for verified states. Add the FNS State Options Report state-year regime registry. See docs/v2-error-model.md §1.
