Description
Compute per-case intermediates for the QC file (itemized medical documentation required, self-employment records required, utility bills vs SUA entitlement, asset verification, CS verification, conversion/averaging required, deduction count, distance-to-discontinuity, at-max/at-min) via the federal 273.10 chain for all states and full compositions for verified states. Add the FNS State Options Report state-year regime registry. See docs/v2-error-model.md §1.

Research direction
Start with docs/v2-error-model.md §1 and trace how the federal 273.10 chain is represented in the Python project. Identify the entry points for QC-file intermediates and the state-year regime registry, then compare the supported states and compositions with the requested coverage. Done means all listed per-case intermediates, the FNS State Options Report registry, and the required verified-state compositions are represented and validated.
