Description
Certify populace-uk-2023 as the UK certified default in policyengine.py, replacing enhanced_frs_2023_24 from policyengine-uk-data — the UK counterpart of #399.
The populace-uk build (populace-uk-2023-72aeefc-20260611, private HF repo under UK Data Service licence) beat the enhanced FRS 6/6 rotations on the matched symmetric-refit protocol (primary rotation holdout 0.6008 vs 0.6537, per-target 123-25-0), with parity (117 layers, 0 gaps), exported-nonzero, and smoke gates passing.
Built with policyengine-uk 2.86.0; certified for the current 2.88.20 pin on the publisher's compatibility claim, made good by this repo's test suite.

Start in policyengine.py and locate the UK default that currently references enhanced_frs_2023_24 from policyengine-uk-data. Replace it with the certified populace-uk-2023 build described in the issue, then run the repository's test suite to verify compatibility with the current 2.88.20 pin and confirm the certification gates remain valid.
