Model Virginia state premium subsidy (138–250% FPL, starts PY2027 — watch list)

Virginia has enacted state marketplace premium subsidies that are scheduled to begin in **PY2027** (not PY2026), per healthinsurance.org. This is a forward-looking / watch-list issue to track the program design and add parameters once the benefit rules are finalized.
