Description
Some TANF variables don't have unit tests yet, like `tanf_initial_employment_deduction`. I'd suggest:
- [ ] Organize [`tests/policy/baseline/hhs/tanf/cash`](https://github.com/PolicyEngine/openfisca-us/tree/master/openfisca_us/tests/policy/baseline/hhs/tanf/cash) to match the folder structure of [`variables/hhs/tanf/cash`](https://github.com/PolicyEngine/openfisca-us/tree/master/openfisca_us/variables/hhs/tanf/cash)
- [ ] Add unit tests for all variables
- [ ] Ensure that both California and Illinois have test cases when they differ structurally
