Replace school meal income source parameter with SNAP

Description
Currently `parameters/usda/school_meals/income/sources` points to the [SNAP section of the CFR](https://www.law.cornell.edu/cfr/text/7/273.9#b). Let's confirm that school meal income is the same as SNAP income, and if so deprecate this parameter in favor of SNAP gross income (unearned+earned).
