California's income limit for senior's on Medicaid is above the federal limit

Federal law says the income limit "may not exceed a percentage (not more than 100 percent) of the official poverty line " https://www.law.cornell.edu/uscode/text/42/1396a#m_2_A, yet CA uses 138%
