Zero out credits in years they don't exist

Currently we zero out credits by removing them from the list of credits to apply. In addition (or perhaps instead), let's use the `formula_YYYY` approach to only give them values in the years they exist. This will avoid the need to update e.g. `state_eitcs.yaml` each year any state adds or removes an EITC.
