Rename `spm_unit_net_income` to `spm_resources`

For consistency with Census definitions, and to distinguish it from `household_net_income` which doesn't include the same expenses. It looks like `spm_unit_net_income` is only used for poverty already. We can drop the `spm_unit_` part as redundant.
