Test that some microsimulation reform has a reasonable budgetary impact

In lieu of more comprehensive microsimulation testing like https://github.com/PolicyEngine/policyengine-us/issues/3313, even a single simple test (like checking that making the CTC fully refundable has between $10 billion and $30 billion impact) would have caught the major breakage in #3311.
