Align naming convention for federal variables inside formulas of state variables

Description

In Python formulas of state variables that depend on US variables, in some cases we're using e.g. `federal_eitc`, but also e.g. `us_agi`.

Personally I prefer `us` for conciseness but curious to others' thoughts.
