Compare budgetary impacts of neutralizing each US variable between CPS and Enhanced CPS

So far, inspecting a few variable neutralizations mostly suggests similar budgetary impacts between the CPS and Enhanced CPS, but some are far off, e.g. AMT ([$18bn CPS](https://policyengine.org/us/policy?focus=policyOutput.netIncome&reform=6501®ion=us&timePeriod=2023&baseline=2) vs [$178bn Enhanced CPS](https://policyengine.org/us/policy?focus=policyOutput.netIncome&reform=6501®ion=enhanced_us&timePeriod=2023&baseline=2); [Tax Foundation reports $18.5bn](https://taxfoundation.org/research/all/federal/growth-opportunity-us-tax-reform-plan/)).

To test these at scale, we could compare the impacts of neutralizing every US variable and report the comparison in a documentation page.
