Update SNAP rules

For example, I just found that we show Colorado as having no BBCE:

But [SNAP Screener](https://www.snapscreener.com/?p=table) shows it to have BBCE and a 200% gross income limit.

We've updated some of those files ad hoc, but most of the data remains as it was when we first created it two years ago.
