Add correct itemization choice parameter to the app

The parameter for whether to simulate filers itemizing based on tax liability minimization, or the shortcut based on itemized deductions exceeding the standard deduction, is currently hidden from the web app. I think this is because we hide the `simulation` parameter section. We should allow users to apply this more correct choice at a higher time cost and risk of crash.
