Recreate NYC taxable income from its own parameters

We currently define NYC taxable as equal to NYS taxable income. This results from the NYS and NYC legal code defining it the same way, and the combined tax forms not (needlessly) distinguishing. But since the NYC legal code doesn't point to NYS code, and because NYC policymakers could consider deviating, I'd suggest we duplicate the parameters with the NYC references.
