Add abolition switches for all major programs

We'll need to just go through and add a "if parameters.eitc.abolish then return zero" for most of the big variables, to enable us to remove the 'abolish' folder on PolicyEngine which is confusing. This is mostly a bit of manual work but would be great to reduce confusion.
