Description
Per the table in PolicyEngine/openfisca-uk#102, EUROMOD underestimates PIP by about 40%. We currently take FRS reported values so they could be similarly underestimated, though it's not in our validation report. We could use impute additional PIP receipt to hit the target, possibly using a model to predict one's probability a la synthimpute.

Research direction
Review the table in PolicyEngine/openfisca-uk#102, the current use of FRS-reported PIP values, and the validation report first. Define how additional PIP receipt would be imputed, possibly with a synthimpute-style probability model, and consider the calibration complete when simulated PIP statistics reach the target and appear in the validation report.
