Description
Currently there's a disconnect between income and benefits in the SPI records of the ExtendedFRS.
We can solve this by clearing out the benefit take-up in the SPI records and replacing them with predicted take-up from a model trained on the FRS, based on income, household characteristics, etc.
We could also use this model to predict take-up of FRS households that are neither eligible nor claiming the benefit.
Might need more fleshing out

Research direction
No files, tests, or entry points are named in the issue. First clarify the model inputs, prediction targets, data flow between FRS and ExtendedFRS SPI records, and validation criteria; done means the specified records use validated predicted benefit take-up.
