Description
This is a tax on energy companies. We'd probably model it the same as corporation tax, so in the meantime we can guide users on calibrating a corporation tax reform to raise a certain amount of revenue (once we implement corporation tax https://github.com/PolicyEngine/policyengine/issues/452). Since it can be estimated from other taxes, and since the term windfall tax means multiple things (profits above a certain amount for utilities, as occurred in 1997, or Corbyn's $11 billion retroactive carbon tax proposal), I'm putting this in the icebox but tracking as it was a user request.
