Description
Leaving out of #505 because it's more complex and we're already matching targets well. I think it would improve the reweighting to add takeup - specifically the UC takeup rate, as households on legacy benefits in 2019 are going to become smaller and smaller as UC is rolled out, when in fact they do contain useful information - just not their UC claimant data.
