Description

Leaving out of #505 because it's more complex and we're already matching targets well. I think it would improve the reweighting to add takeup - specifically the UC takeup rate, as households on legacy benefits in 2019 are going to become smaller and smaller as UC is rolled out, when in fact they do contain useful information - just not their UC claimant data.

Research direction

Start by locating the reweighting routine and reviewing the related issue #505 to understand the existing approach. Define how the UC takeup rate should be incorporated while retaining useful information from households on legacy benefits, then validate that the revised reweighting still matches its targets.
