Description
Repos with no releases show tags instead of releases in the repo sidebar, e.g. openfisca-us:

Since this is our system, let's move the info we have in the release notes to the changelog and delete them.
Contributor guide
First steps
- Read the whole issue, then the project's contributing guide.

- Open a pull request that references the issue number.
Research direction
Review the repository's existing changelog and the GitHub release notes referenced by the issue. Identify the information that must be preserved, update the changelog with it, and verify that the past releases can be deleted without losing release information; done means the changelog contains the relevant history and the old releases are removed.
