Description

Not sure if the LCFS has flight data, but the Green Party 2019 Manifesto includes this:

introduce a Frequent Flyer Levy to reduce the impact of the 15% of people who take 70% of flights. This Frequent Flyer Levy only applies to people who take more than one (return) flight a year

Exempting the first flight may not be possible.
