Research direction
Start by tracing the existing postcode-to-local-authority conversion and reviewing the linked table describing BRMA boundaries. Identify where the local-authority and BRMA enums are defined, then verify that every relevant authority maps to a BRMA and add coverage for the conversion. Done means the mapping is implemented and its expected results are tested.
