Description
Sources are one area of the documentation which are pretty inconsistent here - we should aim to make them known wherever they have been used. At the moment, the vast majority of implementations have used either GOV.UK or the 2016-2020 UKMOD country report.

Research direction
Start by inventorying the documentation references to GOV.UK and the 2016-2020 UKMOD country report. Check each cited source against legislation.gov.uk or another primary government source, and consider the work done when references are consistently identified and use primary sources wherever available.
