Description
The universal 15-hour free childcare program applies to England only. Different programs operate in Scotland, Wales, and Northern Ireland. Each nation maintains its own distinct childcare support schemes and systems. We need to revisit this with detailed research on the programs in Scotland, Wales, and Northern Ireland.

Research direction
The issue names no files, tests, or entry points. Start by researching the distinct childcare support schemes in Scotland, Wales, and Northern Ireland, then identify the project locations where those programs would belong; the work is done when the researched regional scope is clearly defined and represented in the model.
