Description

See http://taxsim.nber.org/out2psl/1189

PE allows only 1931 of a $2,500 rebate. Rebate is limited to tax after non-refundable credits, but I don't see what credit is causing that.

Research direction

Start with the TAXSIM output at http://taxsim.nber.org/out2psl/1189 and reproduce the 2021 joint-filer case described in the issue. Trace how the $2,500 rebate is limited by tax after non-refundable credits, identify which credit accounts for the discrepancy, and verify that the PolicyEngine result matches the intended TAXSIM behavior.
