Description

I think PE and TA may disagree on the Federal Tax Deduction. TA takes it from line 22 of the Federal 1040 ($13,222) while PE allows $3,000 more for the sum of deductions and exemptions than TA does. That amount is the same as ACTC.

Research direction

Start with the TAXSIM output at http://taxsim.nber.org/out2psl/1184 and compare its Federal Tax Deduction with the PolicyEngine result. Trace the deductions, exemptions, and ACTC amounts described in the issue; done means the discrepancy is explained and the emulator matches the expected calculation.
