Description

See http://taxsim.nber.org/out2psl/1179

PE and TA disagree on AGI. I expect PE is including unemployment insurance in AGI. See line 21 instruction at
https://taxsim.nber.org/historical_state_tax_forms/AR/2021/2021_AR1000F_and_AR1000NR_Instructions.pdf on Page 13 for the exclusion. Oddly UI is a line on the form, I don't understand that.

Research direction

Start with the TAXSIM case at http://taxsim.nber.org/out2psl/1179 and compare PE and TA's AGI results for Arkansas in 2021. Read line 21 on page 13 of the linked Arkansas instructions, then trace how unemployment insurance is treated; done when the AGI calculation agrees with the form's exclusion.
