Description

See http://taxsim.nber.org/out2psl/1173

TA and PE agree on tax and credits, but neither include the "kicker" rebate. See
https://www.oregon.gov/dor/programs/individuals/pages/kicker.aspx
The formula is given under the heading "How do I calculate...".
The kicker seems to be 9.863% of tax before credits or $582 and is paid in 2025 or 2026 based on the 2024 return.

Research direction

Start by comparing the TAXSIM result at http://taxsim.nber.org/out2psl/1173 with the Oregon Department of Revenue kicker formula linked in the issue. Trace the Python calculation path for Oregon 2024 tax and credits, then verify that the result includes the kicker rebate at the stated rate or amount and payment timing.
