TA allows 100% of pensions and gssi excluded from AGI. See page 8 of
https://taxsim.nber.org/historical_state_tax_forms/PA/2023/2023_pa-40in.pdf
for justification. Since both taxpayers are >60 and with no wages, I think TA is right.
