Description
See http://taxsim.nber.org/out2psl/1149
PE does not allow the $40 personal tax credit for taxpayers that are 65 years of age. See line 4 of ITC Section B and line 17 of Form 760. Does this have to do with assumptions about when within the year the person was born?

Research direction
Start with the TAXSIM output at http://taxsim.nber.org/out2psl/1149 and compare the Pennsylvania result with ITC Section B line 4 and Form 760 line 17. Trace the age-based personal tax credit logic and its treatment of taxpayers turning 65, then confirm the corrected result against the reported case.
