Description
The rebuilt policyengine skill covers axes basics (earnings sweeps return per-variable lists), but marginal-tax-rate and benefit-cliff analysis has enough non-derivable technique for its own skill: axes resolution choices, computing effective MTRs from net-income deltas, detecting cliffs (discrete benefit losses vs smooth phase-outs), the cliff_impact outputs in policyengine.outputs (CliffImpact / calculate_cliff_impact / configure_cliff_impact_variables), and presentation conventions from the published cliff dashboards.
This directly supports the benefits-cliff tool line (23 live tools) and the MFB work. Content should be verified by execution per the repo's authoring rules.
