Description
The integration test runner in the GCP deploy workflow fails because it attempts to activate a virtual environment that hasn't been created. The workflow needs to create the UV venv before activating it and running the tests.

Research direction
Start with the GCP deploy workflow and its integration test runner, then inspect the setup steps around virtual-environment activation. Confirm that the UV virtual environment is created before activation and that the integration tests complete successfully.
