Research direction

Start with SCHEMA_NOTES §mode-3 and inspect the existing policyengine-taxsim, policyengine-snapscreener-validation, and EUROMOD/UKMOD JRC connector assets. Confirm the case-level schema requirements and verification approach referenced by axiom-oracles#264, then determine what completion means for each checklist lane.
