Description
Mode-3 lane per #5: record-level case diffs against UKMOD/EUROMOD through the JRC connector, which is runnable per axiom-oracles#264. The ukmod-cases lane has sat at registered since 2026-08-01.
- Define the case-level schema variant (household inputs → per-variable outputs, PE vs UKMOD, with a tolerance/classification per variable) — coordinate with the TAXSIM case-level schema work in #5 so mode 3 has one schema, not two
- Curate an initial case battery: the standard EUROMOD hypothetical households plus edge cases PE UK has regression coverage for (UC tapers, two-child limit, benefit cap, marginal-rate cliffs)
- Run the connector, classify diffs (PE gap / UKMOD difference / policy-scope mismatch / rounding), publish the miss table
