Description
We should add a metadata item for parameters to specify whether they are index values, or year-on-year change values. Uprating logic should respect this information.

Research direction
Start by locating how parameter metadata is defined and how uprating logic reads parameter values. Determine how to represent index values versus year-on-year changes, then trace both metadata handling and uprating behavior. Done means the metadata can distinguish the two formats and uprating respects that distinction, with tests covering both cases.
