Description

Noticed from the UK system, and doesn't yet affect the US system. But when a parameter is uprated by another parameter which is uprated by another, on ubuntu the first parameter does not uprate.

Research direction

Start by reproducing the multi-step uprating case on ubuntu, comparing the affected UK system with the currently unaffected US system. Trace the parameter dependency and uprating order; done means the first parameter uprates correctly through the full chain and the regression is covered by a test.
