Description

Feature request / copy fix

Clarify in the UK budget/impact view that all impact figures are reported on a fiscal-year basis, not calendar-year — this should be stated explicitly wherever UK impacts are shown, since the distinction is easy to miss and can lead to misreading results.

Scope

This is a labeling/copy clarification on the impact view, distinct from #999 (federal/state split, a US-side attribution issue). The fix here is UK-specific: add or tighten copy that states the fiscal-year convention.

Migrated from policyengine-app#2481.

Research direction

Start by locating the UK budget/impact view and identify every place where UK impact figures are shown. Update the relevant labels or explanatory copy to state that figures use fiscal years rather than calendar years, then verify that the clarification appears consistently across the UK impact view.
