Clarify in the UK budget/impact view that all impact figures are reported on a fiscal-year basis, not calendar-year — this should be stated explicitly wherever UK impacts are shown, since the distinction is easy to miss and can lead to misreading results.
Scope
This is a labeling/copy clarification on the impact view, distinct from #999 (federal/state split, a US-side attribution issue). The fix here is UK-specific: add or tighten copy that states the fiscal-year convention.
