Description
Candidate outlets for the paper, ordered by fit after the restructuring in #50. Impact factors are the 2024 Clarivate JCR values where a source states them; "unverified" means I could not confirm from a primary source on 2026-09-06 and it should be checked on the journal's page at submission. Time is submission-to-first-decision plus typical revision cycles, from journal statistics or reviewer-report sites; treat as indicative.

Recommended sequence
- Do #50 items 1–3 (extend frame via #25, monotone within-band fill, reframe the anchor) and the trim. Two to three weeks.
- Run a fresh referee pass on the restructured paper.
- If it clears: submit to Fiscal Studies (best topical fit, fast first decision, free). If the referee still says the contribution is infrastructure rather than a result: submit to IJM (free, natural home, no risk of a desk reject).
- Economic Modelling / Economic Analysis and Policy only if the restructured paper gains a clear quantitative headline (e.g., the DBT-frame anchor reproduces HMRC's profile and the taper menu is revenue-matched).
Do not submit to more than one journal at once. Keep paper/main.pdf as the submitted version and tag a release with a DOI (Zenodo) before submission for the data-availability statement.
