Description
For those of us who collect Pokémon in rare balls (Beast, Dream, apri, Safari, Sport), it'd be helpful to have a central reference for 'ball legality' --- as in, which Pokémon can possibly be in each ball? Collection checker spreadsheets often linked from r/pokemontrades usually have Ball legality as a locked 'source data' tab.

Research direction
The issue names no files, tests, or entry points; first clarify how ball-legality data should be represented and exposed in PokeAPI. Define the supported ball categories and Pokémon coverage, then verify that the central reference is complete and accessible in the intended API or data surface.
