Description

Move Effect Prose 1 and 104 are the same, 104 was probably used when moves had priority, as moves with effect prose 1 have a 0 in priority, and with 104 have priority, but the specific effect of "Has priority" has been removed somewhen prior in veekun/pokedex

Research direction

Inspect the move effect prose records for IDs 1 and 104 and compare their priority-related fields. Confirm whether both describe the same effect and determine which priority value is still valid. Done means the duplicate prose or obsolete priority distinction is reconciled consistently in the API data.
