[BUG] On Workflow create a new step > My Actions > Search box is not filtering actions

**Describe the bug**
On Workflow create a new step > My Actions > Search box is not filtering actions. Please see the video below for reproduce steps

**Expected behavior**
I should be able to search for issues in my actions.

For example, I have an existing actions Jira - Create Issue, when I search for "Create Issue", I should be able to see that action in the result
