[FEATURE] Webhook to receive state changes to workflows

**Is your feature request related to a problem? Please describe.**
I need to have a good overview of the state of my workflows to get a sense of the operational health. I also have trouble figuring out whether someone else has toggled a workflow on/off or not.

**Describe the solution you'd like**
I would like a webhook that can emit events that track state changes on workflows (enabled / disabled). This can then be configured as a Slack notification so that I, as an admin, can be informed.

**Do you have a workaround?**
None, only manually checking and consolidating this information everyday. Also, I have to trust that my teammates report to me any time such changes are made.

**Comparable features in other tools?**
Not that clear / sure.
