[FEATURE] Improve Workflow Auto Retry on Error Settings: Auto-retry on Out of Memory error and Timeout error

Some customers wants to retry even if they faced Out of Memory and/or Timeout error in their workflow.

**Describe the solution you'd like**
We can add options to enable this:
- Retry on Out of Memory error: disabled by default
- Retry on Timeout error: disabled by default
