Description
It seems almost at random, but sometimes the messaging between my agent pico and another agent pico does not work. The pico will be unavailable and not events go through. I did notice that the messaging worked between one agent and another when one of them did not have the org.sovrin.agent_message ruleset installed. @b1conrad
