Describe the bug you encountered:
Scan QR Code is broken (again?). It used to work, but it's stopped working now. When I choose "Configure TOTP > Scan QR code, the screen flashes but no camera is shown. There's no Camera Permission requested (#2791 says that that's expected) but may be it is needed now? Pixel 3 Android 12.
Describe what you expected to happen:
I expect the camera app to show up so I can scan the QR code.
