Description
Right now we throw an error when we can't retrieve. Since not being able to retrieve does happen, we actually then test for it to not throw an error. This is broken.

Research direction
The issue names no files, entry points, or tests. Start by locating the session-data retrieval path and the existing test that expects retrieval failure not to throw. Confirm the desired behavior there, then run the relevant session tests to verify that an inability to retrieve session data is handled without an exception.
