Description
Recently added in https://github.com/PennyLaneAI/catalyst/pull/2479, this pass counts the number of gates appearing in an Catalyst program. It would be nice if it would support the program while it contains quantum kernels (nested modules). This abstraction is used by any passes in the transform sequence (scheduled from the frontend), and is removed by the --inline-nested-modules pass.

Research direction
Start by reading the resource-tracker pass introduced in PR #2479 and the inline-nested-modules pass. Trace how transform-sequence passes encounter quantum kernels as nested modules, then determine how resource tracking should count their gates before inlining. Done means the pass supports programs containing quantum kernels while retaining existing behavior for ordinary Catalyst programs.
