What is the expected behaviour/value?

I know that in 3.13 they reported to have fixed a bug with action speed not applying properly to Cyclone. However, there have been multiple tests with Tailwind + Cyclone + CoC since then and they all point to the fact that action speed does NOT affect APS in any way. Have you guys (devs) done any tests on your end that warrants this behaviour to stay in PoB?
