What is the value from the calculation in-game?

The unique Queen of the Forest Armor, Smuggler Coat has a penality that removes all extra movement speed modifiers, however when applying it to the build, it continues to consider the movement speed of alternative sources such as jewels and boots.

In POB2 56.2% in game 37.3%

How to reproduce the issue
  1. Apply any boots or passive tree with "movement speed".
  2. Apply the QoTF to the build.
